A refugee is a person who outside her country of origin or habitual residence because she has suffered persecution on account of race, religion, nationality, political opinion, or because she is a member of a persecuted social group.

Such a person may be referred to as an asylum seeker until recognized by the state where she makes her claim. web-url=http: //www.oed.com/viewdictionaryentry/Entry..., n.-work=Oxford English Dictionary Online-date=November 2010-accessdate=23 February 2011}} /ref> Under the United Nations Convention Relating to the Status of Refugees of 1951, a refugee is more narrowly defined (in Article 1A) as a person who owing to a well-founded fear of being persecuted for reasons of race, religion, nationality, membership of a particular social group, or political opinion, is outside the country of his nationality, and is unable to or, owing to such fear, is unwilling to avail himself of the protection of that country.

The concept of a refugee was expanded by the Conventions 1967 Protocol and by regional conventions in Africa and Latin America to include persons who had fled war or other violence in their home country. Refugee women and children represent an additional subsection of refugees that need special attention.

For the refugee system to work successfully, countries must be prepared to allow Open borders for people fleeing conflict, particularly for countries closest to the conflict.
